Do you know where I can edit the COPPA form?

Right now, it says

I want it to say

Ohai waterbird. Im not sure you can fix that, normally it gives both options. When giving the COPPA form you could always put up a notice on your site saying please do not fax.

You can add a translation for the phrase instructions_for_parent_guardian.
