Modifying the Database Error Page

There's a default database error page as you can see below;

I am trying to modify this page. Like I want to put something like "server down" please come back later ..

Is there a specific template or phrase that I can modify to modify this page?

I also want to replace the VB logo that appears in this page with my website logo, I found out that the URL to the image is mywebiste.com/image.php?type=dberror but I tried to look for it using FTP and I could not find it to replace it?

It looks like the html for that page is in includes/database_error_page.html.
