Do you have all the options under Usergroup Manager > usergroup > Edit > User Album Permissions set to Yes or which are Yes and which are No? They need to be able to View Albums. Also, remember that the users themselves can set it up so only Friends/Contacts can view it (when creating the album, they can set it to be Private instead of Public). So, you might want to check that.
