I've spotted I can disable it in the ACP (user registration options) by default for new registrations (unless the user turns it back on while registrering)

I agree there must be some sql I can run to turn it off for all existing members

Regards setting 'Request read receipt' to be on as default I couldn't find anything in the ACP to set this

However the following did the trick for me

in the file private.php I found this it of code

		construct_checkboxes(array(
			'savecopy' => true,
			'parseurl' => true,
			'signature' => iif($vbulletin->userinfo['signature'] !== '', true)
		));

and edited it thus:

		construct_checkboxes(array(
			'receipt' => true,
			'savecopy' => true,
			'parseurl' => true,
			'signature' => iif($vbulletin->userinfo['signature'] !== '', true)
		));

Good or bad practice I don't know - but it nailed it for me
