how do i separate forum categories like vbulletin.org

is there a way to do this without these mods,
basically if you look on top of the vbulletin.org page there is the Mods tab and the forums tab, which all show forum threads of different types, i have so many forums that i wish to split them up into tabs such as the vbulletin.org tabs of mods and forums

does that make a little bit more sense>???
