I have setup a usergroup for my active users which I'd like users promoted to when they reach 500 posts.

I created this usergroup and for some reason only 20 or so out of 80+ that should have been upgraded were. I gave it a few days thinking maybe something was wrong with the cron and it would sync up at some point but no luck.

If they all didn't move it would be one thing but there 20ish users seem to have nothing in common other than having 500+ posts and the promotion is only looking for post count so I'm somewhat at a loss.

The cron job only promotes the users who've logged in recently. IIRC, if you run the job "manually" from the scheduled task manager it should promote all users who qualify.
