You would:
- hack newthread.php to add the drop down to the newthread page
- hack editpost.php to allow change of the drop down in the editpost page
- hack showthread.php to put the value of that drop down in the showthread page
- hack forumdisplay.php for the same reason
- hack postings.php to allow your moderators to change that drop down
