There is no best. There is only what is best for you and your community.

I could recommended a few paid products or a few simple free mods here. You're better off doing a search on your own.

Setup a test site and install them one after one. I did this and i've found that the MGC Chatbox is the best one for me.
But as oldschooldsl said, there most propably is no best because they all have advantages and disadvantages, depending on what you expect from a shoutbox.

what i look for in a mod is ,support and updates to new versions. that's what you should think about. mods come and go pretty fast when new versions come about 4 a year here
