Does anyone know the proper way to do this. I seen it on many sites but did not find it here.

It pretty much is just a small advertisement on the right side of a forum title. So it could be a different image/url for each sponsor/forum name.

Sounds like you may be talking about the 'sponsored forums' mod.

3.8 is its latest version, as far as I'm aware.
