vb 3.6.8 cookie issues, won't let me use tools.php to reset

I seem to be out of options, my cookies are messed up on my forum (bad cookie domain) and as a result I can not login to admincp (even though I am logged in on the forum).

I am attempting to use tools.php, and have all the files in /install

It asks me for my customer number, i enter it and than select reset cookie domain. It asks for my customer number again.. and then it loops me back to the tools page.

Any other Suggestions?
