It would also be useful if I could set the search to how close the match has to be, like I could set it to exact and it would have to be the exact same ip for two+ users, or I could set it so that only the first 3 groups of numbers needed to be the same and so on.

Doing the search using wildcards should work.

Banning isn't enough, they just use proxy programs to get past.

Have you tried banning the e-mail addys they use to sign up with?
