Having your Forum/CMS in a different language

Hi,

So besides google translate, is there anyway that I could have my website in different languages in two different formats?
For example, could I have a button that people could click to change it to spanish?
Also, if someone from Spain wants to log onto my site, but they can only read spanish, is there a way it would automatically change the language to Spanish if that person logs on from a spanish IP address??
