Forums not sending validation email??

If they do eventually get there it's either your web host or the user's email delaying them, since it's happening to all members this is probably something you have to take up with your web host. Sometime hosts get blacklisted as spammers and everyone on the host is affected.

In Admin CP go to Maintenance -> Diagnostics and you can test the email is working right (on vbulletin's end.)
