Allow moderators to move threads to a "Recycle Bin" forum

Installation:

Import "product-recycle_bin.xml" as a product, overwrite if it's already installed

Where to set option:
Settings-> Options-> General Settings-> Recycle Bin Forum

I'm on 4.1PL2 and I tried installing it and its not showing up in my settings list in admincp. Anyone else having this problem?

It's quirky (the author of this add-on seems averse to adding another category for his mods so he slips the options into existing Admion CP Options tabs) but it's there.

This is exactly how I handle trash, spam, and stupid...it goes into the open
trash bin so others can see, and maybe learn by example...if they see what
happens to stupid, then maybe they will not become stupid, and if they do,
then they know where their stupid spam will end up....and of course
search engines can index this also....
