Before i buy vBulletin, i want to know, is there any points mod which will allow users to earn points each time they post a thread and I can give and take away points from the ACP? I saw vBExperience but can you give points to specific users from the ACP?

you should be able too. but you should direct your posts there. Or that info should be posted by the mod creators.
