Semi-transparent style?

When I add the opacity code to my additional css, it still doesnt quite work, its just transparent, do I need to navigate to style vars and delete the word "transparent" from the area in wich I intend to apply opacity to? or do I need to supply a base color to make opaque (white maybe)? If I need to supply a color do I do it in additional css in the same "paragraph" as my opacity code

i.e.
.body_background {
background-color:#b0c4de;
""then the opacity code""?
