Need v4 Design and Upgrade Help

I have a fairly large vBulletin 3.8x forum that I would like to contract someone to make a custom skin and help me upgrade to v4 with the integrated blogs, etc.

I am using vbCMS and vbSEO and would like to migrate away from that (safely) during the upgrade. Since I don't use most of their features I don't think I'll need them with v4. If I am wrong about that please let me know. I'd like some consultation on best practices for usability for my members, future growth, etc.

I am having trouble finding professional help with this, although I am sure that is largely because I don't know where to look. I would appreciate any suggestions, recommendation on designers and coders that can help me with this project.
