A couple questions about vB4 - UTF-8 and SHA1

I am trying to help a friend out, and I have two questions. I've done a bit of reading but haven't been able to find anything solid.

1. Is it possible to run vBulletin 4 using UTF-8? I understand that it isn't officially supported, but is it possible to have a vB install using UTF-8 and be stable?

2. A friend is wanting to use vBulletin as their forum, but they want to merge the users from their forum with vBulletin. (They want vBulletin users created when a person registers on the portal.) Is it possible for vBulletin to use SHA1 hashing?

I have searched and read through threads here and on vb.com. I think I already know the answers here, but I wanted to inquire and see if anyone here can tell me differently.
