How do i set my home page so that anyone can view it without having to be a member?

You have to fix your permissions so guests can see content.

Usergroup Manager > edit Unregistered Users > Can View Forums > Yes.

forums not the issue. Guest can view forum but when they click on home it requires log in
|

Make sure the home section is published. Make sure it has Show on Section Widget set to Yes. Make sure you gave the usergroup permission to view it in vBulletin CMS > Permissions. (But, you also need to make sure they have permission to see the forum or they won't be able to see the cms.)
