This is the 2nd time I have seen this. I think you should open a ticket.

Just use your_forum_address/admincp/block.php to make new blocks until you can find a solution to the link not showing where it should be.

Thanks, I didn't realize only the root admin could add new blocks.

The text where it says create forum blocks is a link. That's why it's a different color. Click on it and it takes you to the next step.
