I presume you have downloaded the skin you want to use onto your pc. You should see a folder called DeepOcean (according to your post).

You need to upload the folder and all its contents to your forums images folder by using an ftp program. You probably used ftp to upload your vb files.

if your forum is located at www.yourforum.com/forums, the images folder will probably exist in a place like public_html\forums\images when you look at it using an ftp program.

You need to upload your skin folder to that path.
