There are a lot of factors that go in to the quality of your DSL.

How far away from a hub or whatever are you, other traffic on your lines, hardware equipment, the filters, etc etc etc.

You're best bet is to call verizon and complain to them, have them send a tech out or whatever to see what the problem is, not much we can do here...
