This wouldn't work as many people's IP Addresses, in fact most peoples, changes from day to day if not hour to hour- You would constantly be locking users out. Plus a number of people may try to connect from home and work or school or a friends house, and be locked out. If users have difficult passwords they will be safe... anyone who uses a dictionary word in all lowercase for a password deserves what they get IMO.
