You can set it in the Moderator permissions.

Edit: nevermind I found it: Forums and Moderators -> Show all Moderators -> Can Manage Thread

Is there a way to set all these moderator permissions I want as a default so I don't have to change it every time I add a new moderator

nope is not there on vb4.0.3 and I been looking for this everywhere
