You will probably want to start reading here then: http://www.vbulletin.com/docs/html/styles_and_templates

(It will be a matter of adding something like <vb:if condition="$forum[forumid]==x">HTML for banner here</vb:if> to the forumhome_forumbit_level1_post template (or one of them anyway..might be nopost, cant recall offhand.).
