Inline moderation only shows if you are ONLY searching by posts. If you include anything else in your search - blogs, tags, etc - then the inline moderation will not show.

And as I said, if you choose anything other than to only search the posts, you won't see the inline moderation. If you are also searching blogs or tags or *anything* other than *only* the posts, it won't show. At all.
