Ok. I accidentally deleted the index.php file from my ftp client. There's no way that I can find to just recover it. Is there anything I can do? I've been trying to find a place to download the 3.7.4 files and just add the index.php file without adding any of the others but can't find the download anywhere. Can someone help?

Just get your original zip file for your vB version from the Members Area and reupload the index.php file.
