Notices add-on ?

I registered on a vBulletin 3.8 forum a couple days ago...and was trying to post a legitimate URL to another website. But when i clicked on 'submit'.... a 'Notice' (just like the ones that from Notice Manager ) popped up and said I cant post links to other sites until I have 5 or more posts..

I have 2 seperate Registered User usergroups already....that promote to the Full one once they have 5 or more legit posts..

But where is the Mod that seems to add more functionality to the Notice manager..where we can prevent people from posting URL's in their posts ?

I PM'd that site i registered with ( GFY ) but they didnt respond back.

Any help with this is very much appreciated...as a simple mod like that would be very helpful on my forum.
