A site map generator is included in vb4, but as it is different for every install of vbulletin, I doubt a central one would exist or be of much use.

Did a bit of googling for you; http://websitetips.com/ia/tools/ this site appears to link to some tools that will generate an information architecture for you; not sure if that'll help you, but it might get you some of the way.
