Well as you can see mandingo, it's starting at the bottom not at the top actually, it starts under the header, and how would i make the margins like theirs and it appear from top?

Under the stylevars -> Common -> Document Width

Set it to something like 90%

Set your Background for Entire HTML Document like

Background-color: black
Background Image: url(path/to/image)
Background Repeat: Repeat-x
Background Position: Top
