How much can I copy this forums?

Copying the colour scheme would be OK, though it might confuse your users if you both cover the same topic, i.e. Club Penguin, and they happen to be members of both sites. Personally speaking it would be better if you did something to differentiate yourself from other sites, especially if you both cover the same topic.

As for the Graphics such as headers and icons there are very clearly defined, international copyright laws that prohibit you from using someone else's work without their permission. You just can't do it. However, that's not to say that you can't make your own images this is really easy to do if you have a copy of something like Adobe Photoshop Elements or something like that.

If you head over to the forums on Vbulletin.com and do a search for '10 steps to skinning a forum' you'll find a document that will get you started on how to go about this. It's really ery easy. You might also wish to do a search for latest stylevar dictionaries.
