How to Upload large Attachment files

Hey
I wrote this topic from 2 days and till now , my issue not completely solved

please help me
when I tried to upload my files throw attachment ,this message appears
(Your submission could not be processed because a security token was missing.)
I use VB default skin, Version 3.6.8

and when I tried to upload files from external URL
this message appears

3.6.8 doesn't use security tokens, so if you are getting a security token error, it's from some modification you have installed.

I disabled all Mods and tried to upload files
and still this messages come to me

and when I try to upload files from external links ,still this message appears

The open_basefir restriction is a server issue. You can try a search on that - open_basedir - or start with this post here - open_basedir issues, try this.
