where is this option?
I've looked into usergroupd supermods, there's not this option.

Go to AdminCP -> Usergroups -> Administrator Permissions.
There, you'll find every user who is able to go into the AdminCP. Click on the 'Edit Permissions' link of the user you wish to change permissions.

Yes, I know how to edit admin permissions, the second statement :

was referring exactly to where you point. There is no option "Can Administer Usergroups" on there for none of the admins.

Right now I have the supermods with the 'Can Administer Users' set to YES everything else to NO.
This gives the supermods access to modify Usergroups; even their own to whatever they want, I have setup a supermod account which I'm testing this. The only way I could stop them to modify this is through marking them accounts via configh.php so they cannot modify it, but either I the main admin cannot modify it without going to the config.php first

With my tester supermod user I have change my user group to only admin and what happened is that the user is promoted to admin on the 'Forum leaders' page but still remains with the same access to ACP, no extra permissions or ACP access is granted.

Additionally we have a hidden forum that only 3 people can access (admins) this is to avoid tons of PMs and we can keep on same page, what happened when the supermod 'was able' to change his user group, then it automatically grants access to this hidden forum for supermods who should not be able to see to see this forum.

Anyway, I would like to have that option you mention 'Can administer Usergroups' it is simply that is not there?

It is set by Users & Users permissions.

Guess I am not being probably clear here, sorry for being so annoy.

My original question is covered, 'how to make supermods to add/delete users'
I was able to do that by the settings on the above permissions you quoted to YES for only 2 particular users that are supermods. Just the 'Can Administer Users' settings to yes for 2 supermods only. That's all that gives them access to ACP users only.

These are the settings for them users:

YES for the 'Can Administer Users'
NO option for 'Can Administer User Permissions'
NO for everything else.

All that said, there's still a flaw (for my board) regarding USERGROUPS.

They cannot see the Usergroups Tab on the Left side of their limited ACP access, BUT if they do a search for specific user or click on the Edit Profile link of a given user, then when they see the full user edited profile settings, they are able to see AND MODIFY particular user's usergroups. Add, change usergroup, etc.

I just have founded minutes ago that this is a mayor flaw even having them users set to 'undeletable/unalterable users' on the config.php

They can easy create another user and grant admin permissions to a new created user, this way they will be able to see the hidden admins/owners forum they should not seen.

I would like them NOT to have access to modify USERGROUPS over the USER EDIT (user.php?do=edit&u=example123) module.
I guess I will have to dig on the config.php or wherever that is (if somebody can point) so they are not able to SAVE changes of usergroups over the edit user profile module.

Got me know?

Oooh, just let them have default Super Moderator settings then lol. Theyre like the same but no admincp access.

LOL! it is just like they are now... but I will need to figure how to let them use the user admincp but with NO access to Usergroups Options... perhaps I will have to write my first MOD...
