Automaticly Create Mirror Thread - with a twist

Is there a Mod or is it possible to create a mod that does the following:

Forum area A: is a forum that only the creator of a thread can post to that thread.
Forum area B: Standard forum area.

When a thread is created in forum A, I would like a thread to be created in forum B automatically. When a post is made to the thread in forum A, I would like the thread in forum B to be updated with that post. The only difference being that other users can post in the forum B thread.

My users will be using Forum A to log progress on their homebuilt aircraft projects. They need a place where they can log their project without any discussion but also a place to discuss their log. Make sense?

I don't think there is currently anything available for you, but using vBulletin's built in data managers - it shouldn't be that difficult.
