Default Getting Deprecated errors

I have a product that I've started working on that shows these errors at the top of the page. I'm working in local development environment on Windows Vista Ultimate with a fresh install of vBulletin v3.8.4 pl1. I'm running xampp v1.7.2 with php 5.3.0.

When I use my test forum, I do not get these errors.

My error level in my php.ini is set to: E_ALL & ~E_NOTICE & ~E_DEPRECATED

I have also tried adding an error reporting php statment with just E_ERROR at the end of my vbulletin config.php file. That didn't work either.

Any ideas how I can fix this?

I'd drop PHP back to 5.2.9.

I downgraded to PHP 5.2.9. Now I'm getting this error from vbulletin.

Fatal error: Call to undefined function mysql_connect() in D:\xampp\htdocs\forum\includes\class_core.php on line 311

You get that error on all pages or just on some? Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php

PHP Code:
define('DISABLE_HOOKS'true);

I decided to go back to an older version of xampp that I had. I think it's using PHP 5.2.6 instead of 5.2.9.
