Private Message Setup - Receive, but not send

I am trying to make private message a paid feature in my site. Obviously, paid members can send and receive private messages. However, I want to set-up such that even non-paid members can "receive" private messages, but can't respond. That way the paying folks can send private message to everyone in the forum, not just the paying minority. Is there a way to set that up? Thank you for your help.

All, What I am after is already possible for administrators. Administrators can send a private message to a user who doesn't have pm access. The user can receive the private message, but won't be able to respond to it. All I am asking is if we can extend this to another user group? Is there a template edit that can accomplish this? I greatly appreciate any help. Thank you.
