Is there any way a deleted thread can be brought back after being deleted? If not, vBulletin is behind in technology.

If they are physically deleted, no.

Thats why there are 2 deletion options, one deletes so you can restore, the other deletes permanently. So just as Barndon_R stated, if it has been physically deleted, then no, you can not restore it UNLESS you have a database backup

If it is just soft deleted? Sure. vbulletin gives you two options when deleting a thread - soft deleting or physically deleting. You should only physically delete something if you know there is no chance you will ever, ever, ever want to see it again.
