If you Know code ( html , xml , php ect ect ) and know what your looking at then use dreamweaver its the best..... but if you don't know how to right code or understand it then i would suggest getting some type of WYSIWYG program

Dreamweaver's strength is that it has been adopted by a lot of large design shops. I am talking about companies that spend millions on website design and development. I use both however mainly I find myself using Notepad++ more than Dreamweaver, also note the price on the Adobe site, it hurt my wallet and it has not recovered, so basically I purchased and use it a little but have not used it enough to consider it paid-off, stick w/ Notepad ++ or something similar as Wayne sites the price.. FREE, at least until you learn more to make the decision on your own.
