OK so it's most likely a standard HTML website (as you mentioned in your original post).
In that case - you may want to check out vBadvanced as suggested - before you go launching your site. Another option is to get a CMS (content management system) like Drupal which has integration plugins for vBulletin. If you were to continue down the route you are - you would need to use a scripting language like php and code your website to link into the vBulletin authentication system.
