In your header template, find the code for the top image and move it below the code for the menu....

The code to move is usually between these tags. Best to include the tags as well.

If your using a custom skin then it's sometimes easier to get help at the site that produced the skin because they may have used custom coding. It certainly appears to be a custom skin.
