Users With Less That 10 Posts Forced To Instant Email Notification Subscription

I would like to turn Instant Email Notification of subscribed threads and make all there threads subscribed by default , then once they get 10 posts the system works like it does currently by default.

reasoning a lot of the new members post then dont come back , they are missing replies that could be helping them .

i do not want to change the setting to where you auto subscribe because thats a PITA to the current members , i just want this to be for new users
