yea i want to make some buddy admin but i dont one the admins to change the Site owner pass word and email only for the users

There are no usergroup options to stop a user from being about to change their password or email.

Nope, but one could use conditionals to exclude certain usergroup(s) from seeing the "password change" boxes in the modifypassword template.
