Your usage depends on a number of things Including, but not limited to

1. How many modifications you have (some could be poorly written code)
2. Active Browsers (not just members logged in, but also guests, bots and members at one time)
3. RAM available to your VPS usage
4. Optimization of your server software (apache/MySQL/Php).

Having your MySQL optimized can sometimes greatly increase the performance of your server. Since we still don't know very much, I suggest (much like earlier suggested) that you visit vbulletin.com server optimization request section and get some professional help for free.
