AdminCP -> vBulletin Options -> Human Verification Manager ->
Human Verification Library -> Disabled

However, I would recommend keeping it enabled. You really can't have enough human verification and the more you have the better you prevent bots from registering. Legitimate users only need to run through it once anyway.
