It's been like this for awhile now for some users. I wouldn't even know where to begin. They get the message hen they log on.

Check to see what line 607 in global.php is. If it's evaling a hook, then your problem is a modification.

Yep, it's a problem with a plugin using the parse_templates hook location.

Disable all plugins, then enable one by one.
