There is no way to just turn off quoting in vbulletin. You could edit the postbit(_legacy) templates to remove quoting, but that won't stop your users from actually using the [ quote ] tags unless you disable bbcode in posts.
Actually, if you wanted, I suppose you could play with the bbcode_quote template (and the bbcode_quote_printable template) and make it so even if someone hits quote, then nothing would show up. I'm not sure if that would work since I've never tried it, but you could play with it on a test site or test style.
