Is there any way to have a popup message box display after someone enters the forum? I would like to display some information regarding registration and guest login in a popup box. Also, is there a way to time it, say like 5 seconds after someone enters the forum, the message popup will appear?

IMHO one thing that will chase visitors is annoying popups. [any kind]

I'd suggest using the notices system. It can easily be configured to target any usergroup including visitors.
