In the permissions for registered user, it contains a "delete own posts" setting but it does not permanently delete the post and leave basically an empty post placeholder. Any way to allow the registered user to just delete the physical post?

I do not believe that it is possible. I think hard-deleting (removing them from the database entirely) is reserved for Moderators (with permission) and SuperAdmins.
