How do I run a php program

Im trying to run the Ibp converter. Ive installed the converter (.php file) to my forum root.

So how do i run the converter? I dont want to open the arcade til i convert my V3 installation over to Ibp.. Yes Im very new if this seems like a dumb question

So how do I run this converter that Ive uploaded to my forum root?
