Log into your Admincp >> Usergroup & select the usergroup you want to allow animated avatars for. scroll down untill you get to Can Upload Animated Avatar and select Yes.

not working.. the animated gif file become a static pic after uploaded

you may have the version of the GD library that was unable to filter animated .gif... did you try using ImageMagick?
